On November 16, 1920, an “Agreement on Mutual Return of POWs Staying in Latvia and Russia,”634 which regulated the order and time of exchanging prisoners of war by specially dedicated trains, was signed in Riga. At the time of signing the agreement there were no more than 4,000 Russian POWs in Latvia out of the initial 4,677.635 The same day, Segodn͡ia reported that the Latvian-Russian commission had worked out the conditions for the exchange of prisoners of war:

It turns out that there are only 300 Latvian POWs in Russia and 3,500 Russian prisoners of war in Latvia; moreover, about 500 Russian prisoners have already been sent to Russia as disabled persons. The prisoner exchange will start next week if there are no unforeseen obstacles and should be completed within one month.636
